CBI seeks action against RPF

The investigating agency sends report to the state human rights panel asking action against four RPF men for unlawfully detaining an innocent youth

Charging 2 Railway Protection Force (RPF) personnel with violating human rights, the Central Bureau of Investigation (CBI) has sent a report to the Gujarat State Human Rights Commission seeking strict action against them for unlawfully detaining an innocent youth and harassing him.
The four RPF personnel, including assistant security commissioner Atar Singh, inspectors S K Sharma, C S Rajput and Pankaj Dhakad, nabbed a youth of Malia last December falsely implicating him in a railway track theft case that took place near Dhangadra station last October.
They detained the innocent youth, Mehboob, for three days and demanded Rs 20,000 from his uncle, Dosh Mohammed, to set him free. Finally, the deal was sealed for Rs 17,000. On December 6, 2008, Dosh tipped the CBI about the incident.
The next day, a central agency team arrested RPF constable Varun Malik accepting bribe of Rs 17,000 from Mehboob’s uncle. During interrogation, Malik told the CBI that he took the money on behalf of RPF inspector Sharma.
The CBI then raided the RPF post at Dhangadra and saw Mehboob cuffed. The team of the central investigating agency did not find any valid reason behind nabbing him nor any record in connection with his detention.
Sources in the CBI said its officials subsequently lodged corruption case against the four RPF personnel. It also submitted a report on the unlawful detention of the youth and violation of human rights to Gujarat State Human Rights Commission seeking strict action against the errant official.It delivered a copy of the report to RPF, Ahmedabad.
Divisional security Commissioner of RPF Rakesh Mishra, however, told Mirror, “I’m unaware of CBI sending me any report on human rights violation by my force. However, we are aware of the corruption case lodged by the CBI against four RPF personnel and appropriate action will be taken against them.”
Sources said the RPF had constituted a four-member team under assistant deputy security commissioner Atar Singh to probe into the railway track theft case near Dhangadra station last October. Unable to crack the case, the team allegedly detained the innocent youth and hatched a plot to make some fast bucks against his release. But the CBI foiled their plan.
