Govt begins process to recruit non-teaching staff

Technical education dept is seeking to fill vacancies for 303 instructors, 290 lab assistants, 133 junior clerks, 43 storekeepers and 21 librarians at engg institutes

As many as 616 posts in government engineering institutes that had been lying vacant for years will be filled up soon. The Directorate of Technical Education has started seeking applications for the posts in polytechnics and government degree engineering colleges across the state. The department is seeking candidates for 303 instructors, 290 lab assistants, 133 junior clerks, 43 storekeepers and 21 librarians. Sources in higher education department said, “Several posts in Class III category fell vacant over 15-20 years. Due to this, the quality of education has suffered.
There was no one to take practical classes for students. Colleges have machines but no one to teach students how to operate them. When a student goes for placements, we get the feedback that s/he has no practical knowledge. Also, GTU had been asking us to fill up these posts.” Till now, Gujarat Gaun Seva Pasandagi Samiti was in charge of appointing people. PG Soni, Chairman of Gujarat Gaun Seva Pasandagi Samiti, said, “The state government wanted to fill up thousands of posts in several departments at one go. We did not have the manpower to deal with it so it was decided that each department will form a selection committee to fill up posts under its section.”
The selection committee set up by the technical education department will chose candidates who will then be on probation for five years. If their performance is satisfactory, they will be made permanent. Commissioner (Technical Education) T Natarajan said, “Candidates will be recruited before the new academic session commences.” M N Patel, principal of L D Engineering College, said, “Government colleges have the latest equipment but there is no faculty to teach students how to operate it. Right now, teachers just show them a demonstration but the students are not allowed to practise on the machines. Moreover, only instructors and technicians have the technical know-how needed to maintain these costly equipment.” Explaining why so many posts are vacant, GTU V-C Akshai Aggrawal said, “These posts were classified under non-teaching staff.
And since the government had freezed recruitment of non-teaching staff, no one was appointed for posts fell vacant. We had to take this issue upto the minister, following which the recruitment process was initiated.” He said, “In 2011, we had directed private colleges to hire Class III employees to fill vacancies, but they take advantage of the loophole that AICTE does not say anything about recruitment of such staff. Now, we are planning to lay down rules specifying the number of staff against the number of students enrolled. “Meanwhile, while many private colleges have recruited non-teaching staff, we have served notice to colleges that haven’t. However, it is a long-drawn-out process.”
