NCTE Serves notice on two Pvt Varsities

The plots on which Ahmedabad’s Calorx Teachers’ University and Vadodara’s Navrachana University run their B Ed institutes have been rented out to them by individuals. This is in violation of National Council for Teacher Education’s norms

The National Council for Teacher Education (NCTE) has served show cause notices on two private universities in the state for not adhering to its regulations.
Ahmedabad’s Calorx Teachers’ University (CTU) and Navrachana University (NU) in Vadodara have been given 30 days to reply to the notices pertaining to ownership of land. Both the universities run integrated BEd courses recognised by NCTE.
Incidentally, the state government sends students from tribal areas and economically backward communities to CTU for training.
In a meeting conducted in the first week of May, the western region committee (WRC) of NCTE found out that the land on which CTU and NU run their integrated B Ed courses have been given to them on rent by individuals — this is in violation of NCTE regulations 2007.
Also, CTU is registered under the Company Act 1956 which is not permissible under NCTE regulations. CTU’s building plan is not in the name of a society, which is a requisite for NCTE-approval of its courses. The decision taken in the WRC meeting has been uploaded on www.nctewrc.co.in
When contacted, CTU registrar Shailendra Gupta pleaded ignorance about the matter. He said, “I have no idea about any show cause notice served to the university.”
Tejal Amin, Chairperson of Navrachana Education Society, was unavailable for comment.
On Friday, CTU released advertisements in newspapers, inviting applications for its BA-BEd integrated course.
“CTU admits 500 students every year for its BA-B Ed and other courses while Navarachana takes in 300 students for its BSc- BEd course. If NCTE does not receive a favourable reply from these universities in 30 days, it can even withdraw its recognition to these courses, leaving students in the lurch. It will also be a huge embarrassment to the social welfare department of the state government that sends students from tribal areas and economically backward communities to CTU for teachers’ training,” a source told Mirror.
CTU’s curriculum has been set by a team led by Dr M P Chhaya after studying Kothari Commission’s recommendations and curriculum of some similar institutes in India and abroad. CTU has also signed an MoU with University of West Georgia, US, to facilitate student and faculty exchange, higher studies and curriculum development.

HRD Ministry issues show cause notice to NCTE
The Ministry of Human Resource Development has taken notice of complaints and representations against the functioning of NCTE and issued a show cause notice seeking its response. The ministry has also decided to supersede the Council. The show cause notice, issued a fortnight ago under Section 30 (1) of the NCTE Act, 1993, questioned the working the NCTE as well as the regional committees constituted by it. Meanwhile, on appeal against this order, the Supreme Court has decided to review all decisions taken by the WRC in respect of the 291 institutions.
