National higher edn survey begins from Guj

Union Ministry of HRD conducting mammoth study as India embarks on building knowledge-based society

The national survey of higher education by the Union Ministry of Human Resources Development kicked off from Gujarat with the nodal officers from 38 universities and institutes being briefed on the project and its execution at Gandhinagar on Tuesday.
A five-member team from the ministry told the university on the information that they need to gather from their organisations and how to go about the process. The compilation of the reports from across the country will be put on a website in about three months.
Shailesh Bhavsar, the state nodal officer in the Commissionerate of Higher Education, said the survey will be completed in Gujarat in the next 30 days. The MHRD has involved in the project National University of Education Planning, University Grants Commission, All-India Council for Technical Education, Medical Council of India, Pharmacy Council of India and several such bodies that regulate higher education in the country. National Informatics Centre, too, is part of the exercise.
The survey will be conducted in five states — Gujarat, Delhi, Assam, Tamil Nadu and Andhra Pradesh — as a pilot project. It will be extended to the rest of the country in due course, Bhavsar said.
Incidentally, the ministry had conducted a similar survey of schools across the country a few months ago. The rationale for the survey, according to a ministry document, is that it is needed as the nation embarks on building a knowledge-based society.
“With the growing size and diversity of the higher education sector, it has become necessary to develop a sound database on higher education. It is widely recognised that the existing data base on higher education is inadequate, out-of-date,” the document reads.
The government set a target of increasing the Gross Enrolment Ratio (GER) from the present level of about 12% to 15% by the end of the XI Five Year Plan and to 30% by 2020. To measure the efforts taken by the government to increase the GER requires complete data on higher education such as number of institutions, students, teachers, etc, document notes.
The survey is being conducted under the guidance of a task force constituted under the chairmanship of the additional secretary (higher education) in the MHRD.
A portal has been developed by NIC (URL: http://aishe.gov.in or http://aishe.nic.in) on which format for downloading and uploading of filled-in format and other survey related information is available.

COVERAGE OF INSTITUTIONS
All institutions of higher learning located in the country, which for the purpose of this survey, is defined as institution conducting programme after completing 12 years of schooling or equivalent and is of the duration of at least nine months (full time) or after completing 10 years of schooling and is of the duration of at least three years.
