90 per cent B Ed colleges running without principals

Colleges affiliated to Gujarat University are unable to find eligible academicians

Around 90 per cent B Ed colleges affiliated to Gujarat University do not have principal. Most of these colleges are self-financed institues (SFI) and officials say they do not find eligible candidates. “According to the University Grants Commission (UGC) guidelines, the candidate should have a Ph D degree and 10 years of experience in the field. But management is not able to find eligible academicians,” said Saurabh Chowksi, president of Gujarat University-affiliated Colleges Principal Association.He also added that most of the self-finance institutions never had principals as they were facing this problem right from the day they came into existence. “However, we have come across many incidents in which SFIs and grant-in-aid colleges have refused to fill the post as the management does not want to lose its control over the college administration,” he added. According to sources, in many cases, SFIs are not even paying proper salary to current acting principals.“I think the post of principal in SFI B Ed colleges does not make any sense as the managing trustees of the institution takes care of the administrative work. SFIs are functioning only for the last six-seven years and professors, who are working in these colleges, do not have sufficient experience to get promoted to the post of principal,” said a managing trustee, who did not wished to be named.He added that head teachers who are working in grant-in-aid colleges do not want to shift to any other college and leave their secure jobs.“Many key posts in Gujarat University, including the registrar’s post, are filled by officiating officials. If that is the case with the university, how can it take action against colleges that do not have permanent officials,” he said.Out of 356 colleges which are affiliated to Gujarat University including arts, science, commerce, medical, engineering, BBA, BCA, dental, medical faculty and B Ed, only 137 have principals.The official diary of the university published this year has clearly mentioned that 90 out of 102 B Ed colleges do not have head teacher.
